Analyze the inputs provided by Radio Planning Section and Core Planning Section.
Develop in compliance with other sections an optimal yearly plan for Transmission network development plan following the operator Engineering Guidelines.
Review with Network Implementation Department the feasibility of rollout Transmission Project and agree viable RFS dates (Ready for Service).
Establish necessary system capacities at the required RFS dates, accounting for Capacity Margins as defined by the operator Transmission Engineering Guidelines.
Prepare technical specifications for RFQs including the List of Materials (Request for Quotation).
Deliver pure transmission Site Search Forms to the Network Implementation Department.
Timely review and approval of site candidates based on Site Survey Reports from Network Implementation Department, or – where necessary, do an additional site survey.
Deliver to the Network Implementation Department prior the technical site surveys the detailed Engineering draft in line with the operator Engineering Guidelines.
Timely complete the detailed Engineering Validation Plans (based on Site Survey Reports and approved Site Candidate), comprising proportionate expansions of Transmission.
Prepare technical BOQ for RFQ if any (Bill of Quantities).
Approve the final detailed design report provided by the Network Implementation Department.
Apply lease line coordinate and follow up third party transmission provider.
Provide timely network and elements configuration data for commissioning
Support Network Operation in integration of new transmission links in the network.
Coordinate post-integration testing and performance analysis, to verify proper functioning of the network, in compliance with specifications.
Provide support for Network Operation and Network Implementation Department in Acceptance of completed projects, attending the Acceptance Tests where required and appropriate.
Address specific performance issues where identified and handed over for investigation and resolution by Performance Analyst (high level end to end performance analysis):
Assuring in compliance with MS Contract and identifying any adverse trends in transmission network performance before it results in actual service degradation;
Supporting the radio engineer for end to end quality troubleshooting;
Verifying through continuous operational capacity planning in compliance with the required Capacity Margins as defined by the Customer Transmission Engineering Guidelines.
Prepare Actions Plans where deviation from MS Contract KPIs has been detected from Transmission to optimize the network performance and comply with MS Contract KPI and Capacity Margins.
Producing Work Order for Capacity expansion with the List of Material or any other activities requested for the optimization.
Produce Work Orders for network alteration as by Network Operation Department, following the agreement on optimization Action Plan.
Produce Work Orders for network technology upgrade or equipment swap for the Network Implementation Department.
Requirements
At least 5 relevant working experiences within the mobile or telecommunications industry related to Technical Filed. BS degree in technical fields. In case of having an associated degree should have at least 8 years of related experience.
Theoretical and practical knowledge of Core systems networks.
Excellent analytical, engineering and basic project management skills.
Supplier specific hardware knowledge.
According to Iranian Job Classification Principles, replacement of Working Experience and Education is also possible for this position.
